What is the difference between core and peripheral states?

Core states produce most of the innovative products in the world economy and initially control a monopoly over those products. Once that monopoly wears out (because of competition, because the product is no longer innovative, or because protections [like patents] have expired), those products begin to be produced in peripheral states but at a much lower profit.
