What conditions gave rise to the Temporary Assistance to Needy Families (TANF) program?

What will be an ideal response?

In 1996 TANF replaced the Aid for Families with Dependent Children (AFDC) program. The criticism of AFDC was that cash assistance created a dependency on government, thus undermining incentives to work and take responsibility for families. The government now gives a lump sum amount to each state to operate its welfare and work program. The lump-sum payments are called the Temporary Assistance to Needy Families (TANF).
