The bevel should be up; however, if the needle is against the anterior wall of the vein, rotating the tip of the needle could cause trauma to the wall of the vessel. The needle could be withdrawn slightly, to see if blood would start to flow, but rotating the needle could cause additional pain and potential injury to the vessel. If you suspect that you have gone through the vein, and no hematoma is forming, you can pull back slightly until the needle bevel is in the lumen of the vein.
