Judging from the international responses to human rights abuses in Libya and Russia, what factor seems to have the most influence over whether international coalitions are willing to take military actions against bad actors?

What will be an ideal response?

The factor that seems to have the biggest influence on the willingness of states to use military force to punish bad actors seems to be economic dependence. In the case of Russia, NATO countries were unwilling to take military action (or even implement strong sanctions) against Russia because they were dependent upon Russiafor natural gas.
