If abortion is a negative right, then others must refrain from stopping women from having an abortion. However, a negative right does not carry within it the requirement that others provide the abortion. The controversy as to whether the federal government should pay for poor women to have abortions is really a controversy as to whether this is a positive right requiring the provision of goods and services or a negative right, which only requires noninterference.
