How did the Church and Empire respond to Luther's Ninety-Five Theses (Reading 17.4)?

What will be an ideal response?

First, Luther was accused of heresy and summoned to Rome to answer charges. Frederick intervened so charges were heard in neutral Augsburg. Luther refused to recant his views. Next, the Church excommunicated him and the new emperor, Charles V, ordered him to recant. Again, Luther refused which led the Emperor to outlaw him and his followers.
