Explain that when organizations have the personnel and resources to function efficiently, bureaucracies exhibit many advantages: standardization, so that all citizens are treated the same; expertise and competence, which allows agencies to better serve clients and advise lawmakers on what clients need; accountability, particularly through Congress's control of agency funds; and coordination of the efforts of various agencies working on the same issue. For example, in seeing bureaucracy as negative, people might forget that the police, firefighters, and others who provide caring help in their communities are part of the bureaucracy.
