The events of September 11, 2001 pointed to the need for candid, frank, and informative communications with American people as well as people worldwide. Press Secretary Ari Fleischer pointed out the need for forthrightness on the part of the government, which is what he said Americans appreciated. The White House created an Office of Global Communications to coordinate the foreign policy message and supervise America's image abroad. White House and Cabinet members conducted news conferences more often, even regularly at first. The State Department created the Office of Public Diplomacy and Public Affairs to work to convince the world, especially the Muslim world, of true American values and ethics.
