A data security solution has to satisfy two logical requirements. First, the protection has to be complete, in the sense that everything that requires assurance is secured. Otherwise attackers could just waltz through the holes in the defense without detection. Second, the assurance safeguards themselves have to be provably correct and effective. A non-working or ineffective countermeasure control is useless. The first principle implies the need for a comprehensive, top-down approach to ensure that all logical bases have been touched in developing the security scheme. The second requires the organization to adopt a process that ensures that the personnel and technical controls employed to ensure data security are, and continue to remain, effective.
