How is the issuing of regulations a legitimating activity? What is the necessary prerequisite to the issuing of secondary legislation?

What will be an ideal response?

Issuing regulations or secondary legislation is a legitimating activity because it makes rules for society. Secondary legislation can only be issued pursuant to primary legislation that has been adopted by Congress.
