Generally speaking, party members participate in a preliminary election to nominate candidates for various offices. Primary election winners will go on to compete head to head with the other party's nominees in the November general election. In California, all voters are allowed to choose from among a list of all candidates for an office, and the top two vote-getters compete against each other in order to win the November general election. The top two candidates can be from any party, which means that in some districts, the top two candidates will be from the same party. Technically the top-two primary is not a traditional political party primary, but a "voter preference" primary election.
