I would begin with creating a functional decomposition chart that clearly identifies the processes and sub-processes. For each sub-process, as the project progresses, I would assess if scope changes are expected and allowed. I would require the business units to clearly state the scope changes along with reasons for change. If changes are not allowed, they will be addressed after the project is completed. If changes are allowed, the impact on related tasks and costs will will be studied. If the impacts are within acceptable limits, the change would be carried through.
