Since PC1 and PC3 belong to two different subnets hence they get addresses which are allocated from their respective pools in the dhcpd.conf file of the DHCP server.
1) The DHCP server broadcasted the DHCPOFFER message to PC1 while the DHCP server unicast DHCPOFFER message to the relay agent router1 which was then relayed to client PC3.
