Explain the difference between a referendum and an initiative.

Although both referendums and initiatives allow citizens to directly decide policy questions, they are quite different in structure and process. A referendum is an election in which voters in a state can vote for or against a measure proposed by the state legislature. In contrast, an initiative, or initiative petition, is a citizen-sponsored proposal that seeks either new or amended legislation, or a state constitutional amendment. These measures are usually placed on the ballot if 10 percent or more of the voters in the previous election sign a petition agreeing to its placement.
