Answers should identify how the United States signed but did not ratify the Kyoto Protocol. Additionally, the Bush administration announced in 2005 that it would no longer participate in climate change negotiations, a position still held by many members of the Republican Party. This, combined with other domestic factors, has limited the Obama administration’s participation as well. Thus, the United States has played no real role in the enforcement of the Protocol.
