How are the Hospital Inpatient Quality Reporting (IQR) program, the Hospital Outpatient Quality Data Reporting Program (HOP QDRP), and the Physician Quality Reporting System (PQRS) alike? How are they different?

The programs are alike in that all three programs require the reporting of quality measures. Failure to report quality measures can result in reduced Medicare payments under all three programs. The programs are different in that they apply to different settings or providers. The IQR program reports quality measures for hospital inpatients; the HOP QDRP reports measures for hospital outpatients; and the PQRS is a reporting system for physicians regarding their patients.
